Web Design & Development Agency Needed — WordPress Website Redesign & Rebuild

Budget: $100,000 Contract Type: Requirements contract (fixed term, scope-based)

Project Overview

A large public health organization (serving millions of residents and tens of millions of visitors annually) is seeking an experienced web design and development agency to completely redesign and rebuild its website. The current site was last redesigned in 2018 and needs a full modernization.

Goals

• Modernize design to align with organizational branding
• Improve user experience (UX) and user interface (UI)
• Enhance accessibility (ADA / WCAG compliance)
• Optimize for search engines (SEO)
• Ensure mobile responsiveness and cross-browser compatibility
• Improve performance, reliability, and manageability through containerization and load balancing
• Ensure high availability and fault tolerance
• Simplify ongoing deployment, updates, and scaling of WordPress

Scope of Work

Research

• Conduct user research via stakeholder interviews and analysis
• Perform a content audit and usability assessment of the current site
• Develop a comprehensive website strategy document (goals, user personas, information architecture)

Design & Development

• Create wireframes and mockups for up to 8 page types (landing pages, splash pages, program pages, etc.)
• Design up to 5 custom post types (e.g., public meetings, news releases, hot topics)
• Develop a cohesive, responsive design (desktop, tablet, mobile)
• Build the site on WordPress
• Migrate 4,000+ pages while preserving data integrity
• Add new functionality/integrations as needed (e.g., registration forms, online forms, interactive tools)
• Ensure full ADA/Section 504/WCAG 2.x Level AA compliance, including:
• Automated + manual accessibility testing (including screen reader testing)
• Remediation of identified issues prior to launch
• Accessibility documentation upon request
• CMS must support ongoing accessibility compliance by internal staff (accessible editing tools, templates, workflows)
• Follow industry security best practices and applicable compliance standards
• Containerize WordPress, database (e.g., MySQL), and caching (e.g., Redis) using Docker
• Docker Compose for dev/small-scale; Docker Swarm or Kubernetes recommended for production
• Container security best practices (network policies, isolation, credential management, patching)
• Monitoring/logging tooling (e.g., Prometheus, ELK stack, or comparable)
• Implement CI/CD pipelines for custom plugins/themes (in-house GitLab CE)

Testing

• Full usability, functionality, and cross-device/browser compatibility testing
• Performance testing for fast load times

Launch

• Develop a launch plan (DNS updates, hosting configuration)
• Support the cutover from old site to new site
• Post-launch monitoring
• Achieve an "A" score on SecurityScorecard.io
• Achieve an "A+" score on SSL Labs

Training & Support

• Train staff on content management and website maintenance
• Train staff on maintaining accessible content post-launch
• Provide 3 months of post-launch bug/issue support

Technical Requirements

• Hosting/server setup
• Third-party integrations (CRM, analytics, marketing platforms)
• SEO best practices (structured data, metadata optimization)
• Analytics integration (e.g., Google Analytics, heatmaps)
• Security features: TLS 1.2/1.3, CAPTCHA, secure login
• E-commerce integration capability
• Redirect mapping for all pages/forms prior to launch
• DNSSEC support
• HTTPS (port 443) only — no HTTP (port 80)
• Optimized JS/CSS loading per page

Key Deliverables

Requirements to Apply

• Minimum 5 years of continuous experience providing comparable web design/development services
• Broad knowledge of current web development technologies (HTML, XHTML, CSS, XML, XSLT, JavaScript, PHP, etc.)
• Strong knowledge of current web design/development trends
• Demonstrated experience implementing WCAG-compliant websites for public sector clients, including testing, remediation, and long-term compliance support
• Ability to provide 3 recent relevant project samples (with links and descriptions)
• Ability to provide resumes for proposed project team
• Minimum of 3 client references (government agency experience preferred) from the past 5 years

Proposal Must Include

• Methodology & approach (design philosophy, project phasing, CMS rationale, post-launch support plan)
• Detailed work plan and cost breakdown per deliverable
